How does Meta charge for the WhatsApp Business API in October 2026?
Meta charges per delivered message sent from a business to a user. The price depends on two things: the message category (marketing, utility, authentication or service) and the country calling code of the recipient. Messages from customers to you are free, and you pay only when a message is delivered, not when it is sent.
This replaced the old per-conversation model on 1 July 2025. Every delivered message now carries exactly one charge, set by its category. Meta’s own worked example has five delivered messages and five charges, even when they all happen inside one hour.
| Category | What it is | How you send it | Typical use |
|---|---|---|---|
| Marketing | Template messages with a promotional goal | Template, any time | Offers, launches, abandoned-cart nudges, re-engagement |
| Utility | Template messages with a transactional or informational goal | Template, any time | Order and delivery updates, appointment reminders, receipts |
| Authentication | Template messages that verify identity | Template, any time | One-time passcodes, login codes |
| Service | Any non-template reply not powered by Meta’s own AI agent | Free-form, only inside the 24-hour customer service window | Answering a customer who just wrote to you |
Meta added a fifth category in 2026, Meta Business Agent, for replies written by Meta’s own AI platform. It is priced per token, at $2.00 per million tokens, which Meta says is about 4 to 5 US cents per message. Replies from a third-party AI or from your own agents are service messages.
The 24-hour customer service window opens, and resets, every time the customer writes to you. Inside it you can reply with any message type. Outside it you can only send templates. This single rule explains most of the WhatsApp bill: businesses that reply fast pay for service messages (partly free), while businesses that wait pay for a template to restart the conversation.
Two more mechanics. Meta publishes rates for 47 markets, 39 named countries and 8 regions such as “Rest of Latin America”. A number in a country that is not named falls into its region’s rate. And Meta may change rates only on the first day of a quarter (1 January, 1 April, 1 July, 1 October), with at least a month’s notice for a rate card change. So the numbers below are stable until 1 January 2027 at the earliest.
Which WhatsApp Business API messages are free in 2026?
Three kinds. Messages from customers to you are always free. The first 1,000 service messages per business phone number each month are free; billing starts at the 1,001st. And every message inside a free entry-point window, opened when you reply to a customer who clicked a Click-to-WhatsApp ad, is free for up to 7 days.
The 1,000 free service messages
Meta gives each business phone number 1,000 free service messages a month. They do not roll over; the count resets monthly, at midnight in your Messaging account’s time zone. This took effect on 1 October 2026 as Meta resumed charging for service replies, which had been free since 1 November 2024. After the free tier, a service message is billed at the service rate for the customer’s country, which for every market in the table below is the same figure as the utility rate.
The allowance is per business phone number, not per account or per agent. One trap: if the account has no payment method, Meta still delivers service messages inside the free tier but stops delivering them once it is used up, so add a payment method in Billing Hub before the month runs out. Eligible government departments and community non-profits are exempt and keep free service messages beyond the tier, under a separate Meta policy that runs to 31 December 2027.
The free entry-point window
If a person messages you from an ad that clicks to WhatsApp, using the WhatsApp app on Android or iOS (WhatsApp Web and desktop do not count), a customer service window opens. When you respond inside it with a marketing, utility, authentication or service message, that message is not charged and a free entry-point window starts from the moment you replied. Meta says it can stay open for up to 7 days. While it is open, Meta does not charge for marketing, utility, authentication or service messages to that customer. Meta Business Agent messages remain charged.
The practical rule: if you run Click-to-WhatsApp ads, replying quickly is worth real money, because a follow-up template that would cost about 6 cents in the UAE is free inside the window.
What changed on 1 October 2026. Utility templates sent inside an open 24-hour window, free since 1 July 2025, are charged again. Service replies beyond the 1,000 free tier are charged again. Marketing rates rose in Mexico, Saudi Arabia, the UAE and Kuwait; utility and authentication rates rose in Pakistan, Peru and South Africa. If you budgeted from a 2025 article, redo the sums.
What are the WhatsApp Business API rates for Pakistan, India, the UAE, Saudi Arabia, the US, Mexico, Brazil and Colombia?
From Meta’s USD list rates effective 1 October 2026, marketing messages in these eight markets cost from about 1.2 US cents in India and Colombia to 6.3 cents in Brazil. Utility and authentication cost from 0.08 cents in Colombia to 1.6 cents in the UAE. Service messages after the free tier match utility.
| Market | Marketing | Utility | Authentication | Service (after 1,000 free) |
|---|---|---|---|---|
| Pakistan | $0.0473 | $0.0150 | $0.0150 | $0.0150 |
| India | $0.0118 | $0.0014 | $0.0014 | $0.0014 |
| United Arab Emirates | $0.0576 | $0.0157 | $0.0157 | $0.0157 |
| Saudi Arabia | $0.0576 | $0.0107 | $0.0107 | $0.0107 |
| United States (North America rate) | $0.0250 | $0.0034 | $0.0034 | $0.0034 |
| Mexico | $0.0397 | $0.0085 | $0.0085 | $0.0085 |
| Brazil | $0.0625 | $0.0068 | $0.0068 | $0.0068 |
| Colombia | $0.0125 | $0.0008 | $0.0008 | $0.0008 |
Source: Meta, “Cost per message in USD on the WhatsApp Business Platform, effective October 1, 2026” (USD list rates), linked from developers.facebook.com/docs/whatsapp/pricing. Checked 2026-10-17. The US and Canada share one “North America” rate. Prices are per delivered message in US dollars.
Read the table with these caveats. First, these are list rates for accounts billed in US dollars. Meta also bills in AED, ARS, AUD, BRL, CLP, COP, EUR, GBP, IDR, INR, MXN, MYR, PEN, SAR and SGD, each with its own rate card, and the currency you pick when creating the account cannot be changed afterwards (Meta offers currency migration APIs). Second, utility and authentication messages have volume tiers: send enough in a market and the per-message rate falls. Marketing has none. Third, some markets also have a higher “authentication-international” rate, which Meta applies to eligible businesses under its own rules: Pakistan $0.075, India $0.0304, Saudi Arabia $0.0598 and the UAE $0.051.
The gaps between countries are the story. The same marketing blast costs about five times more per message in the UAE than in India, and utility reminders to Colombia cost a fraction of a US cent. Where your customers live matters more than which software you use. We keep a per-country breakdown for the three markets we serve most: India, Pakistan and the UAE.
The calculator uses the same rates. Our free pricing calculator carries the USD list rates effective 1 October 2026 (last reviewed 16 October), covers more countries than this table, and applies the 1,000 free service messages. Treat any calculator as an estimate: it ignores volume tiers, tax and currency conversion.

What does the WhatsApp API cost in practice? Four worked examples
It depends mostly on how many marketing templates you send and where they go. A Karachi store sending 5,000 promotions and 3,000 order updates pays about $281 in Meta fees. A Dubai agency that answers ad leads inside the free window can pay almost nothing. These examples use the rates in the table above.
1. Dubai property agency with Click-to-WhatsApp ads
300 leads a month arrive from ads. The agent replies inside the window to every one, so everything they send for up to 7 days is free: $0. After the window closes, the agency sends one marketing follow-up template to each lead who went quiet: 300 x $0.0576 = $17.28. A second number takes 300 organic website-button chats at about 6 replies each. That is 1,800 service messages: 1,000 free, 800 billed at $0.0157 = $12.56. Total Meta cost: about $30 a month for 600 leads.
2. Karachi fashion store
5,000 promotional messages to Pakistani numbers: 5,000 x $0.0473 = $236.50. 3,000 order and dispatch updates (utility): 3,000 x $0.0150 = $45.00. Total $281.50, of which 84 percent is the marketing blast. If the store cuts its promotions to the 2,000 customers who actually opened the last three, the bill drops by $141.90.
3. Mexico City clinic
400 appointment reminders (utility): 400 x $0.0085 = $3.40. 500 promotional messages for a check-up campaign: 500 x $0.0397 = $19.85. 1,200 service replies: 1,000 free, 200 x $0.0085 = $1.70. Total $24.95. Reminders are cheap, and they are the part that reduces no-shows.
4. The same 10,000 marketing messages in three countries
| Destination | Rate | 10,000 marketing messages |
|---|---|---|
| India | $0.0118 | $118.00 |
| Pakistan | $0.0473 | $473.00 |
| United Arab Emirates | $0.0576 | $576.00 |
These are Meta’s fees only. The software subscription is separate, and so is any margin a provider adds, which is the next section. You can try your own volumes in the pricing calculator.
What is BSP markup, and does WhatsGrow AI add any?
A business solution provider (BSP) is the software company between you and Meta. Some pass Meta’s fee through at cost and charge a subscription. Others add a per-message fee or a margin on Meta’s rate. WhatsGrow AI adds no markup: Meta bills your own Meta Business account directly, and the platform subscription is separate.
Markup is the least visible line on a WhatsApp bill, so ask for it explicitly. A concrete example from a provider that publishes it: Twilio states that its WhatsApp price is “Twilio’s per-message fee, plus Meta’s per-template message fee”, and puts its own fee at $0.005 per message, inbound or outbound (checked 2026-10-17 at twilio.com). Look at what that does to the cheapest message on the table. Sending 10,000 utility messages to India costs Meta’s $14 (10,000 x $0.0014). Add 10,000 x $0.005 = $50 and the same traffic costs $64, more than four times Meta’s price. Inbound customer replies attract the same fee.
That is not a criticism of developer platforms; the fee pays for infrastructure and support. It is a reason to compare like with like. When a vendor quotes you, ask four questions in writing:
- Which Meta rate card applies to my account, and in which billing currency?
- Do you charge anything per message on top of Meta’s fee, inbound or outbound?
- Is Meta billing me directly, or do you invoice me and convert currency?
- Are there plan-level caps on templates, contacts or agents that make me upgrade when volume grows?
Our answer: Meta’s conversation fees are charged by Meta to your own Meta Business account, separately from your plan, and we do not add a margin to them. The plan covers the software: the shared inbox, CRM pipeline, AI agents and campaigns. Plan prices are on the pricing page, shown in your currency. Compare any alternative with the same four questions; see WhatsGrow AI vs Wati and the alternatives hub.
How can you reduce your WhatsApp Business API costs?
Reply to customers fast so more messages are service messages or free entry-point messages, send fewer and better-targeted marketing templates, move genuine transactional messages to utility templates, keep an opted-in clean list, and watch the volume tiers on utility. Marketing is usually the largest line, so start there.
- Win the free window. If you buy Click-to-WhatsApp ads, make sure someone, or an AI agent, replies within minutes. That opens the free entry-point window and removes the cost of every follow-up for up to 7 days.
- Prefer service replies to templates. Inside the 24-hour window you can send free-form messages, and the first 1,000 per number each month are free. Encourage customers to write first (a QR code, a “message us” button), then answer inside the window.
- Send marketing only to people who respond. On a $0.0473 route, every unread blast is money burned. Segment by recent engagement and by what the customer bought. Our campaigns guide covers filters and scheduling.
- Use utility for real transactions. Order updates, booking confirmations and reminders belong in utility templates, which cost a fraction of marketing in these markets. Do not disguise promotions as utility: Meta classifies templates and can re-categorise them, and quality problems follow.
- Mind the volume tiers. Utility and authentication rates drop as monthly volume in a market rises. If you are near a tier edge, batching reminders into one month can matter. Meta’s volume tier files are linked from its pricing page.
- Choose your billing currency carefully. It is set when the Messaging account is created and cannot be changed afterwards, apart from Meta’s migration APIs. A currency that differs from the one you earn in adds conversion costs on your card.
- Audit the BSP line. Check whether you pay a per-message fee on top of Meta’s rate (see the previous section), and whether inbound messages are billed.
For the campaign side of this, WhatsApp bulk messaging shows how to throttle and segment sends. For the platform view, what a WhatsApp CRM costs and does puts the Meta bill beside the subscription.
Where can you check rates for your own country?
Meta’s rate card is the definitive number. This page owns the rules and the eight-market table; the calculator estimates your own volumes, and the country guides own local currency, local bills and VAT. Spanish-speaking readers can use the Spanish calculator for Latin American markets.

Questions people ask
How much does the WhatsApp Business API cost per message?
It depends on the category and the recipient’s country. In October 2026 a marketing message in these markets costs from about $0.012 (India, Colombia) to $0.0625 (Brazil) at Meta’s USD list rates. Utility and authentication messages cost from $0.0008 to $0.016 in the eight markets on this page. See the rate table.
Is the WhatsApp Business API free?
Access to the API is free, but messages are not. Customer-to-business messages are free, the first 1,000 service messages per business phone number each month are free, and messages inside a free entry-point window after a Click-to-WhatsApp ad are free. Everything else is charged per delivered message.
Does Meta still charge per conversation?
No. Since 1 July 2025 Meta charges per delivered message instead of per 24-hour conversation. Each message carries one charge based on its category. A single customer chat can therefore produce several charges, one per delivered template, plus billed service replies beyond the free tier.
What is the free entry-point window?
When a customer messages you from a Click-to-WhatsApp ad on the Android or iOS app and you reply, Meta opens a window that can last up to 7 days. Inside it, marketing, utility, authentication and service messages to that customer are not charged. Meta Business Agent messages are still charged.
Are service messages free after 1 October 2026?
Only partly. Each business phone number gets 1,000 free service messages per month, and billing starts from the 1,001st. Eligible government and non-profit organisations keep free service messages beyond that. Utility templates inside the 24-hour window are also charged again from 1 October 2026.
Do Meta’s prices include the platform or BSP fee?
No. Meta’s rates are for message delivery only. A software provider charges its own subscription and, in some cases, an additional per-message fee. WhatsGrow AI’s plans are on the pricing page; Meta fees are billed by Meta to your own account and we add no markup on them.
When do WhatsApp prices change?
Meta may update pricing only on the first day of a quarter: 1 January, 1 April, 1 July or 1 October. It gives at least one month’s notice for a rate card change. The next possible change is 1 January 2027.
Which currency does Meta bill in?
You choose when you create the Messaging account, from 16 currencies including USD, AED, SAR, INR, MXN, BRL and COP. It cannot be changed afterwards, although Meta provides migration APIs. The rates on this page are the USD list rates; other currencies have their own rate cards.
What is the cheapest way to start?
Begin with inbound conversations and service replies, which are free up to 1,000 per number per month, add utility templates for confirmations and reminders, and test marketing on a small, opted-in segment. A 7-day trial of the software lets you measure real volume before committing.
