WhatsApp Business API Pricing UAE 2026

From 1 October 2026 Meta charges AED 0.2115 ($0.0576) per marketing message to a UAE number and AED 0.0576 ($0.0157) for each utility, authentication or service message. Messages customers send you are free, as are your first 1,000 service replies per business number each month. The UAE has its own row on Meta's rate card, published in both USD and AED.

How much does the WhatsApp Business API cost in the UAE?

A UAE marketing message costs AED 0.2115 and a utility, authentication or service message costs AED 0.0576, delivered, from 1 October 2026. These come from Meta's AED list-rate file, which matches its USD file at the dirham's fixed rate of 3.6725 per dollar. The UAE is a named row, not part of a "Rest of Middle East" bucket (checked 2026-10-16).

FX: the AED is pegged at 3.6725 per US dollar, and $0.0576 x 3.6725 = AED 0.2115 on Meta's own AED card, so no market rate is needed. Authentication-international is the higher OTP rate for eligible businesses based on their Primary Business Location.

Volume tiers apply only to utility and authentication. Utility falls 5 percent to $0.0149 from 100,001 messages a month; authentication falls 5 percent from 300,001. Marketing has no tiers. Which WhatsApp messages are free in the UAE, and what changed on 1 October 2026?

Three kinds of traffic are free: messages customers send you, your first 1,000 service messages per business phone number each month, and everything inside a free entry point window. On 1 October 2026 service replies past the allowance, and utility templates sent in an open service window, became chargeable.

• Customer messages to you: never charged.
• Service messages: free-form replies in the 24-hour window. Meta gives each number 1,000 a month, no roll-over, and charges AED 0.0576 from the 1,001st. Staff and AI-agent replies count the same.
• Free entry point window: a customer who messages you from a Click-to-WhatsApp ad opens a window once you reply within 24 hours. Meta's raw pricing page says it "may remain open for up to 7 days", and marketing, utility, authentication and service messages are free inside it.
• No longer free: service replies over 1,000 and utility templates in an open window. Both cost nothing before 1 October 2026.

What does a monthly bill look like for a Dubai clinic?

A Dubai clinic on one number that sends 2,000 appointment reminders and 500 promotions and answers 1,500 patient chats pays Meta AED 249.75 a month, about $68. Reminders are the biggest line. This is a worked example from published rates, not customer data.

Assumptions: reminders and confirmations go out as utility templates, the 500 promotions are check-up campaigns to past patients, and staff answer 1,500 patient messages inside the 24-hour window. No Click-to-WhatsApp ads.

Marketing is 20 percent of the templates sent but 42 percent of the bill, so the cheapest saving is trimming promotions to patients who are actually due a check-up. A real estate agency uses the same arithmetic with its own counts.

What do platform fees and VAT add on top of Meta?

Platform fees add 40 to 81 percent to the clinic's Meta bill depending on the provider, and VAT of 5 percent applies to platform invoices from UAE-registered providers. On the clinic above, Twilio adds $27.50 (AED 101) and 360dialog adds about $55 (AED 202).

• Twilio: $0.005 per WhatsApp message, inbound and outbound, plus Meta's fee (Twilio pricing, dated September 2026). The clinic handles 2,500 outbound templates, 1,500 replies and 1,500 inbound messages: 5,500 x $0.005 = $27.50. Total $95.55, about AED 351. See our Twilio pricing breakdown.
• 360dialog: EUR 49 per number per month (Regular) plus Meta's fees (360dialog pricing). At 0.88987 EUR per USD on 16 October 2026 that is $55.07, so Meta plus 360dialog is about $123.12, or AED 452.

VAT: the UAE's standard VAT rate is 5 percent (Federal Tax Authority). Expect it on a UAE provider's invoice. How it applies to Meta's own invoice depends on the Meta entity that bills you and your VAT registration, which we could not verify from public pages, so check with your accountant.

Do UAE rules restrict WhatsApp marketing messages?

Yes: you need a lawful basis, which for marketing means consent, and Meta separately requires opt-in and an opt-out path. The UAE's federal data protection law is Federal Decree-Law No. 45 of 2021. This is practical guidance, not legal advice; healthcare and financial data have extra sector rules, so confirm with counsel.
