Malaysia is a named market on Meta's rate card, so messages to +60 numbers are charged at Malaysia's own rates: US$0.086 (RM 0.3467) per marketing message and US$0.014 (RM 0.0564) per utility, authentication or service message. Marketing to Malaysia costs about 7 times what it costs to India and more than Singapore. This page shows what that means for a real monthly bill.
All rates are from Meta's rate files effective 1 October 2026, read on 16 and 17 Oct 2026.
How much does the WhatsApp Business API cost in Malaysia?
Meta charges per delivered message, by category, based on the recipient's country. For a message to a Malaysian number, Meta's rate card (effective 1 October 2026) lists US$0.086 for marketing and US$0.014 for utility, authentication and service. Meta lists no connection fee for the API; you pay per message, plus any fee your platform charges.
| Message type | USD | MYR |
|---|---|---|
| Marketing | $0.086 | RM 0.3467 |
| Utility | $0.014 | RM 0.0564 |
| Authentication | $0.014 | RM 0.0564 |
| Authentication-international | $0.0418 | RM 0.1685 |
| Service (free-form replies) | $0.014 after 1,000 free per number a month | RM 0.0564 |
Authentication-international is a higher OTP rate that applies in specific cases, so check Meta's page for whether it covers your traffic. Meta publishes a full MYR rate card, launched on 1 April 2026, alongside the USD one. Utility rates drop with volume only above 150,000 messages a month in the market, and authentication above 100,000.
How does Malaysia compare with its neighbours?
Malaysia's marketing rate is the highest of the Asian markets we checked and well above Singapore's, at 1.2 times. Its utility rate sits in the middle of the pack, close to Pakistan's and below Singapore's and Indonesia's. Meta's USD card shows:
| Market | Marketing | Utility / service |
|---|---|---|
| India | $0.0118 | $0.0014 |
| Pakistan | $0.0473 | $0.015 |
| Indonesia | $0.0411 | $0.025 |
| Singapore | $0.0732 | $0.016 |
| Malaysia | $0.086 | $0.014 |
| Rest of Asia Pacific | $0.0842 | $0.0113 |
Two things follow. A promotion sent to a Malaysian number costs 1.2 times the same promotion sent to a Singapore number. And Malaysian marketing costs 6.1 times Malaysian utility, a strong reason to keep real transactional messages in utility templates and promotions out of them. Compare the South Asian markets in our India guide and Pakistan guide.
Which WhatsApp messages are free in Malaysia?
Three kinds of traffic cost nothing in Malaysia: messages a customer sends you, your first 1,000 service messages per business number each month, and any message inside a free entry point window. Everything else is billed at its category rate, so replying fast is what keeps the bill down.
The details, from Meta's page:
- Customer messages to you are never charged; Meta does not bill messages from a user to a business.
- The first 1,000 service messages per business phone number each month are free, then reset monthly with no roll-over. Service messages are free-form replies sent while the 24-hour customer service window is open. Since 1 October 2026 the 1,001st delivered one in a month is charged at the service rate, RM 0.0564 for Malaysia.
- The free entry point window opens when a customer messages you from a Click-to-WhatsApp ad on the Android or iOS app and you reply inside 24 hours. It can stay open up to 7 days. In it, Meta does not charge for marketing, utility, authentication or service messages.
- Utility templates are not free in an open window any more. They became charged again on 1 October 2026.
For a Kuala Lumpur or Penang business that runs Click-to-WhatsApp ads, the entry point window is the biggest lever on the bill. A follow-up promotion sent in the window costs RM 0, against RM 0.3467 outside it.
What does a real monthly bill look like?
A Kuala Lumpur property agency sending 3,000 marketing templates, 1,500 utility templates and 2,500 free-form replies from one number pays Meta US$300, or RM 1,209.30, a month at the rates in force from 1 October 2026. Marketing is 86 percent of that, so it is where to look first. The working is below.
In that month the agency sends 3,000 marketing templates (new listings to opted-in buyers), 1,500 utility templates (viewing confirmations) and 2,500 free-form replies to inbound enquiries.
| Line | Volume | Rate (USD) | USD | MYR |
|---|---|---|---|---|
| Marketing | 3,000 | $0.086 | $258.00 | RM 1,040.10 |
| Utility | 1,500 | $0.014 | $21.00 | RM 84.60 |
| Service replies | 2,500, of which 1,000 free | $0.014 on 1,500 | $21.00 | RM 84.60 |
| Meta total | $300.00 | RM 1,209.30 |
Marketing is 86 percent of the bill, which tells you where to look. Three levers, in order of impact:
- Send fewer, better-targeted marketing templates. Cutting a 3,000-message blast to the 2,000 contacts who opened or replied last quarter saves $86.
- Move follow-ups into the entry point window. If 1,000 of those marketing sends go to leads from Click-to-WhatsApp ads and land inside the 7-day window, they cost nothing, saving $86.
- Answer inbound chats with free-form replies, not templates. A reply inside the 24-hour window is a service message at $0.014, with 1,000 a month free, against $0.086 for a marketing template.
This is a worked example from published rates, not a benchmark. The same arithmetic for another market takes five minutes with the WhatsApp API pricing calculator.

What do platform and provider fees add?
Platform fees can add anywhere from nothing to 40 percent on top of Meta's bill, depending on the provider's model: a per-message fee, a per-number fee, a conversation markup or a flat plan. Meta's fee is the same for everyone; the provider's fee is the part you can shop around.
- Per-message handling fees. Twilio charges $0.005 per WhatsApp message, inbound or outbound. On Malaysian marketing that is 6 percent extra; on utility it is 36 percent. See Twilio WhatsApp Business API pricing.
- Per-number monthly fees. 360dialog lists WhatsApp API access at EUR 49 per number per month (Regular) or EUR 99 (Premium), plus Meta's fees.
- Platform plans with a conversation markup. Zoko lists a $0.015 per conversation markup on its $49.99 Starter plan.
- Flat plans with no markup on Meta's fees. WhatsGrow AI bills Meta's message fees to your own Meta account, adds no markup, and charges a plan price that includes the inbox, pipeline and AI agent. See /pricing for plans in your currency.
The right comparison is total monthly cost for your message mix, not the headline plan price. Our CRM ranking lists what each tool includes, and the setup guide covers the Meta side.
Should you be billed in ringgit or dollars?
Either can work, and the choice matters mostly for budgeting. Meta publishes both a USD and an MYR rate card, and the MYR card launched on 1 April 2026. Ringgit billing removes exchange-rate swings from the invoice, but check the converted rate and whether your provider supports it.
The two cards imply a conversion of about 4.03 ringgit to the dollar: RM 0.3467 divided by US$0.086, and RM 0.0564 divided by US$0.014, both come to 4.03. Compare that with your bank's rate on the day. A gap of a few percent on a RM 1,200 monthly bill is small, but on an agency sending 50,000 marketing messages it is real money.
Two practical points. Meta's documentation mentions a way to change billing currency by API, so ask your provider whether it can switch the Messaging account to MYR. And if you resell WhatsApp services to clients, quote them in the currency Meta bills you in, so a rate change does not eat your margin.
How do you start with the API in Malaysia?
You need a Meta Business portfolio, a phone number that is not already registered to a normal WhatsApp account, a payment method on the Messaging account, and a provider. Add the payment method before you go live: from 1 October 2026 Meta delivers service messages beyond the free tier only on accounts with a payment method on file.
A short sequence that works:
- Choose the provider using the questions above and ask for any markup in writing.
- Connect the number through Meta's embedded signup. Meta's own verification can add days that no vendor can shorten.
- Submit 3 to 5 templates in the right categories: confirmations as utility, offers as marketing.
- Send to opted-in contacts only. Consent rules sit with you, so check Malaysian data-protection requirements with a lawyer for your case.
- After the first week, rebuild the bill from Meta's rate card and compare it with the invoice.
A 7-day free trial on WhatsApp-first platforms such as WhatsGrow AI needs no card, which is enough to run steps 2 to 5 on a real number. See the AI agent for what answers those inbound chats.
